Urbanization in India: Trends, Challenges, and Policies

July 19, 2026
7 min read

TOPIC CLASSIFICATION

Subject: Geography - Human Geography / Urbanisation
Sub-topic: Urbanisation in India - Trends (Census 2011, 2030 projections), Challenges, and Policy Responses
Mains GS Paper-I: Urbanisation - patterns, trends, and associated problems.

EXAMINER REASONING

Urbanisation is a high-yield, multidisciplinary topic. Prelims tests: Census definitions (urban area, census town, statutory town), urbanisation levels by state, million-plus cities, and Urban Agglomeration (UA) meaning. Mains demands: (a) analysis of census town explosion (since 2011), (b) challenges of urbanisation - housing, slums, transport, water, waste, air pollution, (c) policy responses - Smart Cities Mission, AMRUT, PMAY-U, SBM-U, (d) the economic and social dimensions - rural-urban migration, informal economy, urban poverty, (e) urban governance - 74th Amendment, ULBs, Metropolitan Planning Committees. The census town phenomenon is the examiner's favourite nuance.

Core Concept

Definition of Urban in India (Census 2011):

  • All statutory towns (municipality, corporation, cantonment board, notified town area committee)
  • Census towns (non-statutory but meeting 3 criteria):
    1. Population ≥5,000
    2. Density ≥400 persons per sq km
    3. At least 75% male workforce in non-agricultural activities
