EXAMINER REASONING

The Right to Education (RTE) Act 2009 is a landmark legislation and a perennial favourite. The examiner tests: (a) constitutional basis - Article 21A (86th Amendment, 2002); (b) provisions - free and compulsory education (6-14), neighbourhood school, 25% quota for disadvantaged; (c) implementation challenges - quality vs access, teacher shortages, learning outcomes, dropouts; (d) amendments - RTE Amendment 2012 (continuous and comprehensive evaluation - CCE), No-Detention Policy debate; (e) NEP 2020 alignment - RTE extension to 3-18 years (ECCE).
