Pradhan Mantri Awas Yojana: Housing for All

Introduction

Pradhan Mantri Awas Yojana (PMAY) is India's flagship housing programme, launched on 25 June 2015, with the vision of "Housing for All" by 2022. The scheme has been extended with PMAY-U 2.0 (2024) and PMAY-G continues for rural housing. It is one of the largest housing programmes globally, addressing both rural and urban housing deficits. The scheme operates on a demand-driven, beneficiary-led model with substantial Central assistance.

Components of PMAY

PMAY-Urban (PMAY-U)

  • Ministry: Ministry of Housing and Urban Affairs (MoHUA).
  • Target: Construct/promote 1.2 crore houses in urban areas.
  • Mission Period: 2015-2022 (extended to 2024 for completion; PMAY-U 2.0 launched 2024).
  • PMAY-U 2.0: Target of 1 crore additional houses (2024-2029).

PMAY-Gramin (PMAY-G)

  • Ministry: Ministry of Rural Development.
  • Target: Construct 2.95 crore houses by 2024 (Phase 1 achieved; Phase 2 ongoing).
  • Unit Cost: ₹1.20 lakh (plain) / ₹1.30 lakh (hilly, difficult areas) + unskilled labour wages (MGNREGA).
  • Top-up: State governments can provide additional assistance.
