Ethical Frameworks for Environmental Decision Making

Introduction

Environmental ethics examines the moral relationship between humans and the natural environment. As India faces complex environmental challenges—climate change, biodiversity loss, pollution, resource depletion—ethical frameworks help policymakers balance development imperatives with ecological preservation. This note covers major ethical approaches to environmental decision-making, relevant for UPSC GS Paper 4 and GS Paper 3.

Major Ethical Frameworks

1. Anthropocentrism (Human-Centered Ethics)

  • Core claim: Only humans have intrinsic value; environment has instrumental value (value as means to human ends)
  • Historical roots: Western enlightenment, Judeo-Christian dominion theology ("subdue the earth" — Genesis)
  • Strengths:
    • Pragmatic—aligns with economic cost-benefit analysis
    • Focuses on human welfare and future generations
    • Drives environmental action through human self-interest (health, survival)
  • Weaknesses:
    • Justifies exploitation if human benefit is proven
    • Neglects non-human species' intrinsic worth
    • May discount long-term ecological damage

2. Biocentrism (Life-Centered Ethics)

  • Core claim: All living beings have intrinsic value (inherent worth, not merely instrumental)

  • Paul Taylor (Respect for Nature, 1986): Four components:
    1. Humans are members of Earth's community
    2. All species are interconnected
    3. Each organism is a teleological center of life (pursues its own good)
    4. Humans are not inherently superior to other species
  • Strengths: Acknowledges non-human beings' moral standing
  • Weaknesses: Can lead to impractical conclusions (protecting mosquitoes from pesticides); difficult to prioritize among species

3. Ecocentrism (Ecosystem-Centered Ethics)

  • Core claim: Ecosystems, species, and ecological processes have intrinsic value beyond individual organisms
  • Aldo Leopold (A Sand County Almanac, 1949): Land Ethic
    • "A thing is right when it tends to preserve the integrity, stability, and beauty of the biotic community"
    • Humans as "plain members and citizens" of the land community, not conquerors

    • Strengths: Action-oriented, seeks workable compromises
    • Weaknesses: May sacrifice principled positions; risks incrementalism at cost of urgent action

    6. Intergenerational Justice

    • Core question: What do we owe future generations?
    • John Rawls' "just savings principle": Each generation must preserve resources for succeeding generations
    • Edith Brown Weiss: Planetary trust doctrine — present generation as trustee of natural resources for future generations
    • Problem of non-identity: Future people cannot consent, yet decisions affect them
    • Discount rate debate: Economics discounts future benefits; ethics argues zero or negative discount rate for irreversible damage

    Environmental Justice

    Distributive Justice

    • Fair distribution of environmental benefits (green spaces, clean air) and burdens (pollution, waste sites)

    Procedural Justice
