Today’s issue studies three transitions in public policy. UPI has grown from a payments innovation into population-scale digital public infrastructure. Drought governance is moving from post-disaster relief towards early warning and resilience. Defence indigenisation is moving beyond laboratory development towards industrial absorption and production. In each case, the real test is not scale alone, but whether institutions can make that scale secure, inclusive and durable.

1. UPI at ten: scale must now be matched by resilience
The Unified Payments Interface (UPI) completed ten years since its public rollout on August 25, 2016. Developed by the National Payments Corporation of India under the regulatory oversight of the Reserve Bank of India, UPI enables instant bank-to-bank transfers through an interoperable system. A user can access multiple bank accounts through a participating application rather than remain confined to one bank’s payment interface.
The growth is striking. Official data cited by the Ministry of Finance show annual transaction volume rising from 1.78 crore in FY 2016–17 to more than 24,162 crore in FY 2025–26. Transaction value rose from about ₹0.07 lakh crore to around ₹314 lakh crore over the same period. In July 2026 alone, UPI processed 2,365.8 crore transactions worth ₹29.87 lakh crore through an ecosystem of 741 live banks. UPI’s importance therefore lies not merely in cashless convenience, but in the creation of low-friction rails on which households, merchants, banks, fintech firms and governments can interact.

UPI demonstrates the value of digital public infrastructure built around open standards and interoperability. It lowers transaction friction, gives small merchants access to formal payment records, supports direct and transparent transactions, and creates a platform on which private applications can innovate. Its cross-border linkages can also reduce remittance friction and strengthen India’s technological partnerships.
Scale, however, creates systemic responsibilities. Social-engineering fraud, mule accounts, weak grievance redress, outages, concentration among a few front-end applications and the exclusion of people with poor connectivity or low digital literacy can erode trust. A sustainable model must fund secure infrastructure without imposing disproportionate costs on small users and merchants. Policy should emphasise fraud intelligence shared across institutions, rapid customer support, accessibility in Indian languages, offline and feature-phone options, competition among providers, privacy-by-design and transparent rules on liability. The next decade should treat reliability and user protection as core public infrastructure, not as afterthoughts to transaction growth.
2. Drought must be governed as a risk, not only relieved as a disaster
At the ministerial dialogue on drought resilience during UNCCD COP17 in Ulaanbaatar, India called for a shift from reactive drought relief to proactive, technology-enabled resilience. The argument links rainfall and satellite monitoring with preparedness, catchment and riverscape restoration, revival of traditional water bodies, watershed development, groundwater recharge, crop insurance and community institutions.
This approach reflects the nature of drought. Unlike a sudden-onset hazard, drought often develops slowly across meteorological, agricultural and hydrological systems. A rainfall deficit does not automatically become a humanitarian crisis; its consequences depend on soil moisture, reservoir and groundwater conditions, crop choices, ecosystem health, livelihood diversity and the capacity of public institutions to act early.

Drought policy must integrate land, water, agriculture and social protection. Catchment restoration and healthy soils improve infiltration and reduce erosion; diversified and climate-resilient crops lower farm exposure; aquifer-informed groundwater management prevents private extraction from undermining collective resilience; and employment programmes can create water-conservation assets while supporting incomes during stress.
The main governance problem is fragmentation. Meteorological data, agricultural advisories, reservoir operations, drinking-water planning, crop insurance and relief finance often sit in different institutions. Effective resilience requires common triggers, interoperable data and locally prepared drought plans. Panchayats, water-user groups, women’s collectives and pastoral communities should participate because they hold local knowledge and bear unequal impacts. Technology can sharpen assessment, but remote-sensing indicators must be checked against field conditions. The goal is a layered system: prevent avoidable exposure, prepare for residual risk, protect vulnerable livelihoods and preserve emergency relief for shocks that cannot be prevented.
3. Defence indigenisation depends on technology absorption, not transfer alone
The Defence Minister approved the transfer of DRDO-developed technologies for all conventional missile systems to eligible Indian defence-industry participants for domestic production, subject to applicable qualifications, certifications and regulatory requirements. The measure seeks to move mature systems from research and development into industrial production, expand domestic value addition and bring MSMEs and specialised suppliers deeper into the defence ecosystem.
A Transfer of Technology (ToT) is not identical to the sale of finished equipment. It may include technical know-how, documentation, processes, testing requirements and support needed for a licensee to manufacture a system or component. Its strategic value depends on whether firms can absorb, adapt, quality-assure and eventually improve the transferred technology.

Multiple qualified production partners may strengthen surge capacity, reduce import dependence and improve availability of spares. Participation by MSMEs can diffuse precision-manufacturing capabilities into the wider economy.
Yet ToT can remain shallow if firms only assemble imported sub-systems or follow fixed production drawings without mastering design and critical materials. India should measure indigenisation through domestic value addition, control over intellectual property, reliability, maintainability and the ability to upgrade systems—not simply the location of final assembly. Competitive licensing, protection of sensitive information, predictable orders, independent quality assurance and export controls are essential. Long-term strategic autonomy also needs patient investment in propulsion, seekers, sensors, semiconductors, special materials and testing infrastructure. The desired outcome is an innovation loop in which operational feedback returns to designers and producers, rather than a one-way handover from laboratory to factory.
