Today’s issue examines four cases in which public policy must manage risk while enabling progress: a new export channel for Indian producers, probabilistic forecasting of El Nino, indigenous small modular reactors, and a multi-agency response to Chandipura virus. The common thread is institutional capacity—clear rules, credible science, traceable data and coordination across levels of government.

1. Cross-border e-commerce framework separates export opportunity from domestic inventory risk

The government has operationalised an inventory-based cross-border e-commerce export framework under the Foreign Trade Policy 2023. It follows a 2026 change in FDI policy permitting inventory-based e-commerce exclusively for exports. Eligible entities can now undertake export-only inventory operations through a registered Exporter-on-Record (EOR).

The EOR buys goods from Indian Sellers-on-Record against confirmed overseas orders, exports in its own name and assumes responsibility for documentation, customs, destination-country rules, testing, labelling, logistics and returns. Safeguards prohibit speculative stockpiling and domestic diversion. Export inventory must be separately identified and digitally traceable; sellers must receive timely payment and visibility over orders, final sale prices and shipment status.

The framework can lower the fixed compliance costs that prevent artisans and MSMEs from reaching foreign consumers. Aggregated fulfilment can improve logistics, testing and reverse-logistics capacity. Yet the EOR may also become a powerful gatekeeper. Effective implementation therefore requires transparent fees, prompt payment, seller access to transaction data, fair pass-through of export rebates, grievance redress and interoperability that prevents platform lock-in. Customs, GST, FEMA and consumer-protection rules must work as one compliance chain rather than as separate silos.


2. El Nino is a risk signal, not a deterministic monsoon forecast

INCOIS informed Parliament that El Nino conditions developed in May 2026 and, according to its indigenous AI/ML-based prediction system used with ocean-data assimilation, were likely to persist from June 2026 to February 2027. The stated probability range was 70–90 per cent. The government also stressed that El Nino alone does not determine the Indian summer monsoon.

The monsoon reflects interacting drivers such as the Indian Ocean Dipole (IOD), Madden–Julian Oscillation (MJO), land–sea thermal contrast and regional ocean–atmosphere circulation. Persistent ocean warming can also influence marine heatwaves, mixing, nutrient availability, fisheries and coastal operations. This is why forecasts should be updated and translated into sector-specific advisories rather than treated as a single seasonal verdict.

Climate services create value only when probability becomes action. Agriculture advisories should combine seasonal outlooks with district-level rainfall, soil-moisture and crop-stage information. Reservoir managers need basin forecasts; fishers need accessible high-wave, current and swell warnings. Governments should pre-agree trigger points for contingency seed, fodder, irrigation scheduling and drought relief while communicating uncertainty honestly. Forecast accuracy, last-mile reach and user response should all be audited.


3. Small modular reactors connect energy security with a new regulatory challenge

Under the Nuclear Energy Mission announced in the Union Budget 2025–26, ₹20,000 crore was provided for the design, development and deployment of small modular reactors, with at least five indigenous SMRs targeted for operationalisation by 2033. BARC is developing three demonstration designs: the 220 MWe Bharat Small Modular Reactor (BSMR-200), the 55 MWe SMR-55, and a high-temperature gas-cooled reactor of up to 5 MW thermal intended as a process-heat source that may be coupled to a thermochemical cycle for hydrogen production.

The two power-reactor designs use pressurised-water technology. Tarapur has been approved as the site for the BSMR-200 and SMR-55, while the proposed high-temperature reactor site is BARC, Visakhapatnam. The parliamentary reply said establishment would require roughly 60–72 months after administrative and financial sanction.

SMRs may provide firm low-carbon power, process heat and electricity for industrial clusters or retiring fossil-fuel sites. Modular construction may reduce on-site complexity, but first-of-a-kind costs can be high and economic gains depend on standardisation and repeated deployment. India needs an independent and adequately resourced safety regulator, transparent site and environmental appraisal, emergency planning, secure fuel and waste pathways, cyber protection and meaningful local consultation. Technology policy must evaluate the full life cycle, not merely reactor output.


4. Chandipura response demonstrates One Health under outbreak uncertainty

The Union Health Ministry deployed a National Joint Outbreak Response Team to Gujarat and Rajasthan during an ongoing Chandipura virus disease outbreak. The multidisciplinary team includes the NCDC, ICMR and Department of Animal Husbandry and Dairying and supports epidemiological investigation, clinical management, laboratory coordination and vector surveillance. The NCDC Public Health Emergency Operations Centre was also activated.

Chandipura virus can cause a febrile illness that progresses rapidly to acute encephalitis syndrome (AES), especially in children. WHO classifies it within the family Rhabdoviridae and identifies vector-borne transmission, notably through sandflies. In the current investigation, officials are testing multiple arthropods and animal samples and have cautioned against declaring the outbreak’s precise transmission cycle before laboratory evidence is complete. Whole-genome sequencing and hospital-based AES surveillance are also being used.
