Today’s issue examines a common governance challenge: institutions must keep pace with new risks. Paper leaks require more than punishment, deepfakes test platform accountability, floods demand basin-scale forecasting, quantum technology needs a durable talent pipeline, and climate-resilient agriculture depends on genetic diversity conserved and used fairly.

1. The anti-paper-leak Bill sharpens deterrence, but credibility also depends on prevention
The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, after being passed by the Lok Sabha, was moved in the Rajya Sabha for consideration. It proposes higher punishment for unfair means, stronger penalties and longer debarment for culpable service providers, and enhanced punishment for organised crime. It also provides for Special Fast Track Courts, Special Public Prosecutors, a two-month investigation target and a three-month trial target from filing of the charge sheet.
The proposal builds on the 2024 Act, which covers examinations conducted by specified public examination authorities such as UPSC, SSC, Railway Recruitment Boards, IBPS and the National Testing Agency. The issue is not ordinary candidate-level cheating alone; the law targets organised malpractice that compromises the examination system.

Reform should secure the entire examination chain: encrypted and compartmentalised paper-setting, vetted vendors, auditable custody, cyber-security testing, anomaly detection, transparent incident protocols and timely grievance redress. Fast-track timelines must coexist with fair investigation and trial. Candidates also need predictable compensation, rescheduling and communication when institutional failure disrupts an examination.
2. Deepfake governance sits at the intersection of safety, accountability and speech
A government reply mapped India’s response to synthetic audio, video and text across the Information Technology Act, 2000, the Bharatiya Nyaya Sanhita, 2023 and the Information Technology Rules, 2021. The IT Rules require intermediaries to exercise due diligence, maintain grievance-redress systems and inform users about prohibited content and consequences.
The reply also referred to amendments notified on February 10, 2026 concerning synthetically generated information. Failure to observe obligations under the IT Rules can jeopardise an intermediary’s exemption from liability for third-party information under Section 79 of the IT Act. The IndiaAI Mission’s Safe and Trusted AI pillar is supporting indigenous governance, evaluation and deepfake-detection work.

A workable framework needs rapid remedies for high-risk content, provenance and watermarking standards, preservation of evidence, transparent platform decisions and accessible appeals. Detection tools alone are insufficient because models and evasion techniques co-evolve. Regulation should therefore combine technological measures with media literacy, victim support, police capacity and safeguards against over-removal.
3. Brahmaputra flood resilience requires forecasts to become local action
A Rajya Sabha reply linked flood preparedness in Assam with Mission Mausam and the Central Water Commission’s forecasting network. Mission Mausam, approved as a Central Sector Scheme in 2024, seeks a “weather-ready and climate-smart” India through better observations, high-resolution models, high-performance computing and improved last-mile warnings.
The Central Water Commission issues short-range flood forecasts with lead time of up to 24 hours at identified locations. It maintains 32 flood-forecast stations across the Brahmaputra, Barak and their tributaries in Assam. The CWC has also developed AI/ML models for 12 level-forecast stations, eight of them in the Brahmaputra basin in Assam.

The Brahmaputra’s braided channels, sediment load, erosion, tributaries and transboundary character make station-level prediction necessary but not sufficient. India needs dense observation networks, interoperable data, impact-based forecasts, local-language alerts, community drills, resilient shelters, floodplain zoning and basin-scale cooperation. AI models should supplement—not replace—physical understanding and expert judgment.
4. The National Quantum Mission is building institutions as well as technologies
The government informed the Rajya Sabha that 86 institutions have been identified across National Quantum Mission components for research, technology development and human-resource development. Four Thematic Hubs cover quantum computing, quantum communication, quantum sensing and metrology, and quantum materials and devices.
The human-resource component supports junior and senior research fellowships and post-doctoral fellowships. It also includes 23 undergraduate teaching laboratories and specialised fellowship initiatives. India has signed a Letter of Intent with Japan for cooperation in quantum technologies.

5. Conserved genetic diversity is an active asset for climate-resilient agriculture
The reconstituted National Advisory Board on Management of Genetic Resources met at the ICAR–National Bureau of Plant Genetic Resources. The Board coordinates policy thinking across plant, animal, fish, microbial and insect genetic resources. It recommended stronger pre-breeding, collection from underexplored regions, inter-bureau coordination and greater use of conserved germplasm and wild relatives in crop, livestock and fish improvement.
The Board also reviewed access and benefit-sharing implementation under the Biological Diversity Act, discussed mainstreaming traditional and underutilised varieties and breeds, and considered progress on the National Safety Genebank. Its approach connects conservation with food security, climate adaptation and the rights of communities that maintain genetic resources.
